▲ 영문 가족관계증명서 샘플/사진출처=한국통합민원센터 지난 12월 27일 대법원은 외교부와 협력해 그간 국문으로만 발급되었던 가족관계증명서를 여권 정보와 연계하여 영문 발급 서비스를 시작했다고 밝혔다. 영문 가족관계증명서는 특히 해외 이민, 취업, 여행, 미성년자 입국심사 등 해외에서 가족임을 증명할 때 제출하는 서류 중 하나다. 하지만 그간 국민들은 국문으로 가족관계 증명서를 발금받은 뒤 개인 비용을 들여 영문으로 번역하고 공증을 받는 방법을 주로 선택했다. 이에 대법원은 해외에서 활용도가 높은 증명서임에서도 각기 다른 번역 형식 탓에 신뢰도가 떨어진다는 지적과 국민들의 시간적ㆍ경제적 부담을 덜고자 이같이 유용한 영문 가족관계증명서를 도입했다고 밝혔다. 국내 거주자는 가까운 가족관계 등록관서에서 영문 가족관계증명서를 발급받을 수 있고 해외 체류자는 재외공관을 방문하거나 우편으로 신청하면 된다. 국내 경우 다소 손쉽게 발급이 가능하지만, 해외의 경우 재외공관 방문 또는 우편 신청으로 발급받아야 하는 점도 유의해야 한다. 또한 온라인 발급도 가능지만 각종 보안 프로그램 설치 및 공인인증서가 필요하며 프린터도 있어야 가능하다. 영문 가족관계증명서를 발급받는다고 해도 꼼꼼히 체크해봐야 하는 부분도 있다. 우선 발급 대상자 기준으로 발급을 받을 경우, 부(父) 와 모(母) 그리고 배우자 까지만 확인이 가능하며, 자녀는 포함되지 않는다는 점을 유의해야 한다. 따라서 자녀가 있을 경우 각각 영문 가족관계증명서를 발급받아야 한다. 만약 여권 정보가 없을 시에는 한국어 로마자 영문 표기로 발급되어 자칫 자녀와 영문 성이 다를 수 있어 주의를 기해야 한다. 국내외 민원 서류 대행 서비스를 하고 있는 한국통합민원센터(주) 배달의민원 담당자는 "가족관계증명서의 새로운 변화에 맞춰 영문 발급 서비스 진행은 물론 다양한 언어로의 번역 서비스 진행도 하고 있으며, 국내외 어디든 클릭 한 번, 전화 한 통으로 편하게 발급부터 배송까지 받아 볼 수 있는 원스톱 서비스까지 진행하고 있다"라고 말했다. 이어 "새로 도입된 서비스로 인해 어려움을 겪는 분들에게 충분한 설명과 발급 안내 등으로 도움을 드리기 위해 최선을 다하고 있다"라고 전했다. Q. 본인에 대한 간단한 소개를 부탁한다  올해로 49세가 되었으며, 예전에 '온오프코리아(2000~2010년)'라는 회사를 세워 검색엔진 제작 및 광고대행 사업을 한 바 있다. 당시 코리아닷컴, iMBC, 스포츠조선, 프리첼 등을 비롯한 300여개 유명 사이트에서 우리의 솔루션을 이용할 정도로 호응을 얻었고 덕분에 코스닥 상장 직전까지 갔다. 하지만 한 대형 포탈 서비스 업체의 압박과 갑질로 인해 법정 다툼까지 하는 등의 부침이 있었고, 그런 와중에 회사 문을 닫고 말았다. 참 안타까운 기억이다. 그 후 중소기업청 산하의 협회에 들어가 총괄운영을 하며 지냈는데 나름의 괜찮은 성과를 내긴 했지만 뭔가 허전했다. 고민 끝에 2015년 5월에 자본금 1000만원을 가지고 한국통합민원센터를 세웠다. 사실 사업을 다시 시작할 생각은 없었다. 다만, 관공서에 갈때마다 1층 민원실에 많은 사람들이 몰려 민원 상담을 하는 장면을 종종 보곤 했는데 특히 해외 관련 민원의 처리에 큰 곤란을 겪는 것을 많이 봤다. 전자정부화가 된 국내의 경우는 그나마 문제가 적지만 해외에 서류를 제출하려면 발급 - 번역 – 공증 – 외교부 - 대사관 인증 – 해외배송 등의 단계를 거쳐야 한다. 이걸 직접 하려면 시간과 비용이 많이 들고 누구에게 대신 부탁하는 것도 민폐다.  그리고 이런 과정에서 생각하지도 못한 이슈가 발생하기도 한다. 이를테면 다른 나라에선 문제없이 통하는 흑백 인쇄 서류가 중국에선 반려된다. 거기선 꼭 빨간색 인장이 찍혀야 하기 때문이다. 이런 사소한 문제 때문에 유산 상속, 법인 설립, 결혼 같은 중요한 업무가 차질을 빚기도 한다. 그렇다고 다른 나라에 이런 시스템을 고치라고 요구할 수도 없는 노릇이니 불가항력이다. 하지만 우리 사회의 국제화에 따라 이런 문제는 늘어날 수밖에 없다. 그래서 이를 해결할 수 있는 사업을 시작했다. Q. 현재 사업 현황은?  현재 주문 건수만 따지면 국내와 국외 관련의 비중이 각각 60:40 정도 되고 매출액 기준으로는 그 반대다. 50여개국 대상으로 서비스를 제공하는데, 정세가 불안정하거나 교역량이 극히 적은 일부 국가 등을 제외하더라도 민원 수요 국가의 80% 이상은 무리없이 커버한다고 생각한다. 아르헨티나 같은 곳에 급히 서류를 내려면 왕복 70시간은 소요되고 숙박 및 체류에 관한 비용도 많이 든다. 하지만 우리는 전화 한 통화, 클릭 한 번으로 민원 서류를 해결할 정도로 고객들의 시간과 비용을 절약해 주는 '원 스탑' 서비스를 지향한다. 이를 위한 국제 네트워크도 갖췄다. 지금 해외 지사들을 설립하고 있는데, 베트남 지사의 경우는 서울시의 해외 지사 설립 지원 대상으로 선정되어 올해 안에 현실화될 예정이다.  서비스 전반에 대한 고객들의 반응은 매우 좋다. 특히 해외에 진학이나 취업, 사업을 하고자 하는 분들은 한시가 급하다 보니 우리에게 정말 많이 의지한다. 참고로 우리 회사에 홍보 마케팅 팀이 생긴 게 불과 6개월 전이다. 따로 홍보를 하지 않아도 매년 2배씩 매출 성장을 했을 정도로 순조로웠기 때문이다. 4년 전 자본금 1000만원으로 시작했던 회사가 작년에는 벤처캐피탈로부터 100억원대 밸류에이션(가치평가)를 인정받아 투자를 유치했을 정도다.  Q. 타사의 유사 서비스 대비 차별점은?  물론 이전부터 특정 업무를 대행해 주는 업체는 많았다. 특히 주요국 대사관 앞을 가보면 소위 '비자집'이라고 하는 업체들이 많이 보인다. 하지만 우리는 발급이나 인증, 번역 등에 이르는 일련의 과정을 원 스탑으로 해결해 준다는 점, 타사들은 기껏해야 미국을 비롯한 몇몇 국가만 취급하지만 우리는 세계 50여국을 상대한다는 점, 그리고 이러한 서비스에 IT 플랫폼을 더했다는 점이 다르다. 특히 전세계의 각종 민원 서식을 IT화하여 방대한 데이터베이스를 구축한 점은 확실한 차별점이다. 직원 수 역시 타사는 2~3명에 불과하지만 우린 지금 38명에 이르고 그 수는 계속 늘어날 것이다. Q. 특유의 기업문화가 있는가?  애당초 설립할 때부터 사회에 기여하고 존경받을 수 있는 기업, 직원들이 서로를 필요로 하는 끈끈한 조직을 만들고자 했다. 그리고 각 직원들을 단순히 계약관계에 따라 일을 하는 존재라고 규정하고 싶지 않았다. 특히 회사에서 발생하는 이익을 대표와 직원들이 나눠 가지고 있다. 각 직원들이 단순히 '주인의식'을 가지는 것을 넘어 실제 '주인'인 셈이다. 덕분에 직원들이 회사의 방향성을 잘 파악하고 있으며, 주 52시간 근무 원칙을 지키면서도 최대의 효율을 내고 있다. 그리고 우리는 청년들이 일하기 좋은 기업이다. 중소벤처기업공단에서 선정한 올해 상반기 청년재직자 내일채움공제 부문에서 최상위급 기업에 올랐다는 점도 말씀드리고 싶다. Please introduce yourself briefly. I turned 49 this year, and once founded a company called 'On-Off Korea' (2000-2010) to build a search engine and advertise. At that time, On-Off Korea was so popular that more than 300 famous sites including Koreadotcom, iMBC, Sports Chosun, and Fritchel used our search engine and was almost listed on the KOSDAQ. However, there were ups and downs, including a legal battle under pressure and overuse of power from a large portal service provider, and the company shut down. What a sad memory. After that, I joined an association under the Ministry of SMEs and startups to run the company in general, and although I made good results, I felt something was missing. What is your current business status?    Considering the current number of orders, the proportion of orders from Korea and foreign countries is around 60:40 respectively, and the opposite in terms of sales. KICPC provides services to more than 50 countries, so I think KICPC meets most demands of civil documents from various countries even it exclude some countries where the situation is unstable or trade volume is extremely low. If a Korean had to submit a certification to Argentina urgently, it takes 70 hours to make a round trip and costs a lot of money to stay.
